East Tennessee Human Resource Agency's CIS Program serves juvenile delinquent offenders who are at risk of being placed into State custody. Intensive services are provided to the offender and their family while allowing them to remain in their community. Services include (but are not limited to) Alcohol and Drug testing and counseling, Life Skills, Pre-vocational information, Parenting, Value training, Community service, Payment of court obligations, School monitoring and Curfew compliance.

Eligibility Requirements

The requirement for participation in the CIS Program is placement by the Juvenile Court Judges in the five East Tennessee Counties of Claiborne, Cocke, Grainger, Jefferson and Hamblen. The offenders must have a prior delinquent offense and have failed in all other less restrictive placements. The offenders must be at risk of being placed into the Tennessee Department of Children's Services custody.
